Supporting the International Development of the CIS Agricultural Sector (SIDCISA)

Project Plan

The project began in April 2005 and lasts for 2 years. It is divided into 4 main phases:

Phase 1: Country Reviews of Organisational Change in the Agricultural Sector. Reviews will be produced analysing organisational change in the agricultural markets in the CIS countries under investigation (Armenia, Moldova and Ukraine), drawing out the main market drivers and challenges facing the sector.

Phase 2: Survey of Commercial Agricultural Producers. Survey based research in the 3 CIS countries will be undertaken to understand the determinants of growth for commercially oriented farms paying particular attention to problems of contract enforcement between farms and purchasers of agricultural produce. A formal model of contracting will be developed and tested to identify factors that affect the sustainability and enforcement of contracts.

Phase 3: Case Studies of Export Led Growth. These case studies will analyse examples of export led growth. Particular attention will be focused on the nature of the linkages between farmers and their customers. Case study reports will also consider how generalisable are the lessons learnt and whether practices may be valuably incorporated into other markets and companies.

Phase 4: Dissemination of Findings. The findings of the project will be disseminated to key national and international stakeholders through a series of national, and one international, workshops to improve the understanding of, and performance within, the CIS agricultural sector.
